SCENARIOS AS AN INSTRUMENT FOR DETERMINATION OF CAPABILITIES

Abstract

The article deals with scenario issues and their practical use for determining the capabilities to fulfill the missions of the Armed Forces. In the introduction, the article informs the reader about the basic terminology, the theoretical framework and the views of foreign and domestic experts on the given issue. In the next part, the paper presents critical attitude to the draft Concept of using the CAF until 2030, in relation to defined capabilities. Subsequently, the structural and content aspects of the hypothetical scenario are discussed, with the recommendation to use this method for processing similar documents in the national environment.

Author Biographies

  • Jaroslav Kolkus

    Born in 1954. Graduate from the military academy. Lieutenant general (ret.). Between 1977-2001 he worked at the military academy, and the command and staff positions at the regiment, brigade, division and corps levels. From 2002-2008 served as the Director of the Operations Section and 1st Deputy Chief of the GS. General Kolkus retired in 2011. Between 2014-2016 he served as the head of the Department of Military Strategy and Doctrine at the Centre for Security and Military Strategic Studies (CSMSS), University of Defence, Brno. Currently he works as the Director of the CSMSS. General Kolkus deals with the issues of military art, build-up and development of the Armed forces, and issues of training of staffs and units.

  • Ján Spišák

    Born in 1958. Graduate from the military academy. Between 1983-2003, he served at the command and staff positions at the regiment, brigade and division levels. From 2003 to 2009 he worked at the managerial positions dealing with military art, doctrinal and educational activities in the career courses. He retired from the active military service in 2009. Between 2010-2016 he worked in academic positions at the Department of Lifelong Learning and the Department of Military Strategy and Doctrine UoD, Brno. Currently he works as the head of the Department of Military Strategy and Doctrine dealing with the military art, creation, and development of military concepts.
